Data holders should provide additional information to help users without sharing rights understand how they might gain sharing rights. This may, for example, state that the account owner has to grant them sharing rights before data sharing can occur. Similarly, data holders may include instructions for how to request sharing rights from the account owner(s) or administrator if that functionality is provided by the data holder.
