These guidelines provide examples for how to build consumer trust and confidence while clearly communicating the benefits of data sharing, prior to the Consent Flow.

Overview

Pre-consent refers to the screens shown after a consumer begins onboarding to the CDR but before consent is given. This guidance is optional and does not include any mandatory requirements. This guidance is agnostic of consent type, and could be applied to any consent requests to help build comprehension, trustworthiness, and the propensity to willingly consent.

These guidelines are designed to support consumer adoption, comprehension, and trust in the CDR. They draw on CX research (2019–2023) and feedback from the Data Standards Advisory Committee and CDR participants, who identified the value of providing information before consent is sought.
